NHF expands affordable housing initiatives through strategic partnerships

Accra, Aug. 21, GNA — The National Homeownership Fund (NHF) is expanding its affordable housing interventions through strategic partnerships, district housing projects, and innovative financing initiatives to increase access to decent homes for Ghanaian workers and families.   

Madam Gizella Tetteh-Agbotui, Deputy Minister for Works, Housing and Water Resources, said the Fund had an important role to play in translating government using policies into practical interventions.   

The Deputy Minister made the remarks at the Fourth Annual General Meeting of the Fund in Accra.   

She said the housing challenge required coordinated efforts among government, financial institutions, developers, and housing finance institutions, since no single institution could address the challenge alone.   

She commended the Fund for its growing emphasis on partnerships, particularly the recently signed agreement with Shelter Afrique Development Bank for a VIRAL assessment of the housing sector.   

She said the agreement would help position the NHF to assess and strengthen its capacity to attract and deploy appropriate housing finance while leveraging strategic continental partnerships.  

The Deputy Minister said the significance of the partnership would ultimately depend on its ability to produce stronger financing structures, better investment opportunities, increased private sector participation, and more affordable homes.  

She also commended the NHF for organising the National Conference on Housing Finance scheduled for October 7 and 8, 2026, saying the platform was timely in view of the country’s housing challenges.  

She said the Ministry would support the conference, which would bring together policymakers, financial institutions, developers, investors, academia, and other stakeholders to develop actionable recommendations and partnerships for transforming the housing sector.  

Madam Tetteh-Agbotui highlighted the collaboration between the Ministry and NHF in delivering affordable housing through the Greenville District Housing Programme.  

She said the programme was based on the principle that decent housing should not be concentrated only in major urban centres, particularly as economic activities continued to expand across the districts.  

She said the pilot programme was being implemented in eight selected districts, with each district targeted housing units designed to meet modern standards of efficiency and sustainability.  

The Deputy Minister said the District Housing Programme was part of a broader effort to rethink how Ghana planned, financed, and delivered housing, describing it as more than another housing project.  

She said when the VIRAL assessment, District Housing Programme and NHF’s broader housing finance and homeownership initiatives were considered together, the Fund was delivering meaningfully on its mandate.   

Okoamankra Kwame Akwonu X, Board Chairman of the NHF, said the Fund had recorded measurable progress during the year under review.  

This includes expansion of housing developments, progress under the District Housing Programme, completion of Phase Three of the NHF Estate at Tema Community 22, advancement of the Rent-to-Own Scheme, and growth in mortgage financing initiatives.  

He said the Board had also strengthened the Fund’s governance framework, risk oversight and internal controls while promoting accountability across the organisation, adding that sustained collaboration and investment were critical to bridging Ghana’s housing deficit.
