PCSRC introduces digital system to regulate courier and logistics services

Accra, Feb. 10, GNA – The Postal and Courier Services Regulatory Commission (PCSRC) has introduced a new digital platform to automate and strengthen the regulation of postal, courier/delivery services in Ghana.

Known as the Integrated Courier Operations and Logistics Management System – Ghana (iCOLMS-GH), the platform
system which aims at modernising the courier and delivery sector.

In an interview with the Ghana News Agency (GNA), the Acting Executive Secretary of the PCSRC, Mr. Cosmas M. Anpengnuo said among other things, the platform seeks to improve service quality, provide security and trust in the courier/delivery sector, and encourage the use of technology to promote transparency and accountability across the industry.

He said the introduction of the platform was in line with President John Dramani Mahama’s vision of using technology to drive the 24 Hour Economy.

Under the new system, all postal, courier, delivery and logistics operators, including local and international companies, as well as individual motorcycle, tricycle and bicycle couriers are required to register on the platform for licensing.
The registration period is from January 2, 2026, to March 31, 2026.

Explaining the application process, Mr. Anpengnuo said all applicants could initiate the process by dialling the USSD code 928007#, send a “Hi” or “Hello” via WhatsApp on 0596111611, and follow the prompts, or alternatively visit the commission’s website at www.pcsrc.gov.gh where all required documents can be uploaded online.

He said after initiating the process, applicants were required to select “Registration” and indicate whether they operate as a “Company” or a “Single Biker,” adding that upon successful submission, operators would instantly receive a PCSRC Rider ID, a Digital Operation Licence Number, and a QR Code Sticker via WhatsApp.

The QR code, he said served as a Digital Postal, Courier, Delivery and Logistics Operation Licence Sticker, which operators must print or save and present to authorised enforcement personnel upon request.

He indicated that the system also allowed operators to log every delivery transaction through the “Log Delivery” option, in line with the verification requirements of the Commission.

“In addition, there is an Incident Reporting feature that enables consumers, the general public, and licensed operators to interface with the Commission and lodge complaints including operational challenges,” he said.

He however warned that any courier or delivery operator who failed to register by the deadline would be deemed to be operating illegally.

Mr. Anpengnuo, who encouraged operators to take advantage of the digital platform, said the commission would undertake joint enforcement exercises with the Ghana Police Service to apprehend and prosecute offenders, and urged the general public and licensed operators to help the Commission sanitize the industry to ensure efficiency, safety, and trust.

Established under the Postal and Courier Services Regulatory Commission Act, 2003 (Act 649), the PCSRC is the regulator for postal services with Ghana Post designated as the national postal operator.

The Commission is also responsible for the issuance of licenses for any person or entity which decides to engage in courier/delivery services.
