Accra, Nov 07, GNA- The Public Accounts Committee (PAC) of Parliament on Thursday directed the Takoradi Technical University (TTU) to recover over GH¢70,000 from a former staff member, Mr Bright Oduro, who breached a study bond agreement.
According to the 2024 Auditor-General’s report, Mr Oduro travelled to Canada for further studies under a bonded agreement valued at GH¢82,000 but failed to return to serve the institution as required.
During the PAC sitting in Parliament House, Accra, Mr Emmanuel Boadi, the
Deputy Director of Finance at TTU revealed that the university had made efforts to recover the funds, including contacting Mr Oduro’s guarantors.
“Mr Chairman, we have the bond form signed by the staff and the guarantors. When he refused to return, we contacted the guarantors to retrieve the money.
“As of November 5, Mr Oduro had paid GH¢6,000 and agreed to pay GH¢5,000 every two weeks,” Mr Boadi told the Committee.
He explained that the university’s lawyer was preparing further actions to enforce recovery, including placing an embargo on the guarantors’ salaries.
Mr Samuel Atta Mills, the Ranking Member, PAC, urged the university to intensify its efforts, stating, “Go after the guarantors. How they get the money from him is not our concern, but we are giving you 90 days to collect the amount.”
The directive is part of PAC’s broader push to ensure compliance with financial accountability regulations and recover public funds lost through breached contracts and unfulfilled obligations.
