NIA workers threaten industrial action over delays in staff migration 

Accra, May 09, GNA – Staff of the National Identification Authority (NIA) of the Public Services Workers’ Union (PSWU) of the Trades Union Congress, have declared their intended industrial strike action beginning May 13, 2026 over delays in staff migration.  

They are protesting the prolonged delays in the approval and implementation of a migration report for staff, which had affected salaries, promotions, and staff placements. 

This was contained in a press statement from the PSWU, signed by its General Secretary, Mr Bernard Adjei, and copied to the Ghana News Agency in Accra. 

The statement blamed the Ministry of Finance for what it described as “undue delays” in approving the final stage of the process. 

According to the statement, authorities approved the Scheme of Service for NIA staff in July 2024, which allowed the migration exercise to begin in December 2024. 

However, the process had still not been completed nearly two years later, saying, this had led to continued miss out on proper salaries and promotions of many of the staff members. 

“In our estimation, this process has unduly delayed thereby denying staff of right placement, corresponding salary, and outstanding promotion, among others. Sadly, 22 months since the approval of the Scheme of Service, and despite the completion of the process and subsequent submission of reports, follow-ups by both the Union and Management, the Ministry of Finance is yet to grant approval for payment of staff. 

“As a union that believes in promoting the welfare of our members, we have effectively followed through on this migration exercise and consistently engaged with Management and all relevant stakeholders to swiftly resolve this matter. 

“However, all efforts to obtain the necessary attention on this critical issue have not yielded the desired results, thereby threatening the gains made in maintaining a relatively peaceful industrial atmosphere within the Authority,” the statement added. 

According to the statement, while they acknowledged the efforts of Management in assuring them of a follow-up, that alone was not enough and they had resolved through its decision-making structures to embark on industrial action. 

“By a copy of this letter, and without further recourse, we will accordingly proceed on the planned industrial action if we do not receive the necessary approvals for implementation of the migration reports for Staff of the NIA by 13th May 2026,” it added.
