Bulgaria’s National Audit Office will use AI Assistant in public procurement inspections

Sofia, May 28 (BTA/GNA) – Artificial intelligence will be among the key tools with which Bulgaria’s National Audit Office will increase the effectiveness of public auditing and support the detection of irregularities and risks in the management of public funds, said National Audit Office President Dimitar Glavchev during the Annual Meeting of the Presidents of Supreme Audit Institutions (SAIs) of OECD member countries in Paris.

Addressing forum participants, Dimitar Glavchev presented the ODIS AI assistant, developed for Bulgaria’s National Audit Office and based on the third version of BgGPT, the Bulgarian large language model developed by INSAIT.

The first module of the system will assist auditors in public procurement checks, while at a later stage it will also be used for processing large volumes of data and documents, automated review of contracts and invoices, as well as in financial audits.

According to him, the topic of using AI in audit activities is already among the main priorities of Supreme Audit Institutions in OECD countries, while in most states such systems are still at a pilot stage.

In his remarks, Glavchev also noted that the institution continues to expand its work on transparency and corruption prevention, including through checks of asset and interest declarations, identification of conflicts of interest, and maintenance of public registers.

He also pointed to the upcoming establishment of a register under the Transparency in Interest Representation Act.

During the forum, the work of the National Audit Office was also presented regarding audits with direct relevance to citizens, in areas such as healthcare, education, environment, digitalization, and public resource management.

Among ongoing checks are audits of the National Recovery and Resilience Plan, water resource management under drought conditions, and measures to prevent disasters caused by forest fires.

The Annual Meeting of Supreme Audit Institutions of OECD member countries is held on May 27 and 28 in Paris and was opened by OECD Secretary-General Mathias Cormann.

During their speeches at the forum, representatives of the International Organization of Supreme Audit Institutions (INTOSAI) emphasized independence as a fundamental principle for supreme audit institutions, in accordance with the Lima Declaration.

The document states that SAIs can perform their duties objectively and effectively only if they are fully independent from the entities they audit and are protected from external influence.
