Toilet for All Project Scandal: Two officials summoned by PAC over GH¢8.2m claims

Accra, April 01, GNA – The Public Accounts Committee (PAC) of Parliament has summoned two officials, Mr Bright Oduro Kwarteng and Mr Theophilus Okine, over claims amounting to GH¢8.2 million, intended for the construction of household toilet facilities under the former Ministry of Sanitation and Water Resources’ “Toilet for All” project.  

The officials, who are allegedly currently working at other ministries, are accused of failing to execute work despite receiving mobilisation funds. 

Mr Ahmed Ibrahim, the Minister for Local Government, Decentralisation and Religious Affairs, revealed on Wednesday during PAC’s public hearing in Parliament House, Accra. 

He said efforts to verify the claims were allegedly hindered as the officials claimed the supporting documents had been forwarded to the National Archives.  

“Mr Chairman, the good news is that the officers who handled this transaction are still at posts in other ministries,” he said, adding that the previous government had initiated steps to abrogate the contract and re-award it for execution. 

Mr Samuel Atta-Mills, the Ranking Member of PAC, condemned the situation, stating, “Wherever the documents are, they would have to come with them. You pay somebody mobilisation to go and work, the person doesn’t do it, takes the money, and then you come back to abrogate this contract, repackage it, and give it to somebody.” 

The PAC has directed the summoning of the officials involved, and the case is expected to be referred to the Attorney General for prosecution if found guilty.
