Accra, May 26, GNA – The Ministry of Tourism, Culture and Creative Arts has held a sector-wide meeting for heads of Human Resource (HR) units of its agencies on key operational issues and to strengthen coordination.
The meeting formed part of efforts by the Ministry to improve administrative efficiency, promote best practices in human resource management, and deepen understanding of the HR management framework within its public space.
It also provided a platform for the HR practitioners to discuss operational challenges and align their activities with broader public service standards.
Mr. Vitus Otto Langmagne, Director of Human Resource Management at the Ministry, in a presentation, underscored the importance of maintaining accurate and updated staff databases to improve data integrity, accountability, and efficiency in payroll administration across the public sector.
He said inconsistencies in organisational databases undermined effective human resource planning and called for stronger collaboration among HR units to routinely validate staff data and ensure compliance with established administrative procedures.
Mr. Langmagne also stressed the need for increased investment in training and capacity building within public sector institutions.
He noted that staff development was often not given adequate attention despite its critical role in improving performance and service delivery.
According to him, structured and continuous training programmes should be prioritised as part of human resource planning to equip staff with the necessary skills to respond to evolving administrative and operational demands within the sector.
The Director further delivered a detailed presentation on various aspects of human resource management within the Public Service, providing updated guidance on policies, procedures, and compliance requirements to support standardised HR practices across agencies.
The engagement brought together HR heads from agencies under the Ministry as part of broader efforts to strengthen the human resource systems that support effective service delivery within the Public Service.
