Dr Abbey declared assets within time – CHRAJ

Accra, Mar. 13, GNA – The Commission on Human Rights and Administrative Justice (CHRAJ) says Dr Randy Abbey complied with asset declaration requirements after his appointment as Acting Chief Executive of the Ghana Cocoa Board.

The Commission said Dr. Abbey declared his assets and liabilities with the Office of the Auditor-General on March 24, 2025, within three months of his appointment.

CHRAJ said this in a statement after investigating a complaint by a private citizen alleging that some public officials had failed to comply with constitutional asset declaration requirements.

The complaint listed 12 Board Chairpersons and two Chief Executive Officers of State institutions alleged to have breached provisions under Article 286 (1) and (2) of the 1992 Constitution and Section 1 (1) and (4) of the Public Office Holders (Declaration of Assets and Disqualification) Act, 1998 (Act 550).

Among those mentioned was Dr Randy Abbey, Acting Chief Executive of the Ghana Cocoa Board.

The complainant alleged that a search at the Office of the Auditor-General showed that Dr Abbey had declared his assets during his tenure as a Policy Advisor to the Vice-President but had not done so in his current capacity as Chief Executive of COCOBOD.

CHRAJ said its investigations established that Dr Abbey had never been appointed as a Policy Advisor to the Vice-President of Ghana.

The Commission said available records showed that Dr. Abbey had complied with Article 286 of the 1992 Constitution and the Public Office Holders (Declaration of Assets and Disqualification) Act, 1998 (Act 550).

The Commission said Dr. Abbey submitted a completed written declaration of his assets and liabilities to the Office of the Auditor-General on March 24, 2025, within the period required by law.

CHRAJ said having established that Dr Abbey had fulfilled the obligation, the allegation brought against him lacked merit and was dismissed.

The Commission commended Dr. Abbey for the timely submission of his completed asset declaration form to the Auditor-General in compliance with constitutional and statutory requirements for specified public officers.

It reiterated its commitment to promoting transparency and accountability in the public service through strict enforcement of the asset declaration regime.
