Ghana Link refutes claims linking ICUMS to fuel supply disruptions

Accra, March 09, GNA – Ghana Link Network Services Limited, operators of the Integrated Customs Management System (ICUMS), has dismissed media reports alleging that the system has experienced outages that disrupted fuel supply operations in the country. 

The company said claims that the ICUMS platform had been down since Friday, March 06—reportedly preventing Oil Marketing Companies (OMCs) from lifting petroleum products—were false and misleading.  

The allegations, attributed to Star Oil, suggested that persistent technical difficulties with the system had contributed to fuel shortages at some of the company’s stations nationwide. 

In a statement, Ghana Link said the accusations had no factual basis, emphasising that the ICUMS platform had been fully operational throughout the period referenced. 

“The ICUMS platform has remained fully operational, including throughout the period referenced in the said statement,” it noted. 

The company said all stakeholders continued to process transactions and perform their respective functions on the system without any interruptions. 

Ghana Link added that after monitoring the situation, it engaged relevant stakeholders and contacted the National Petroleum Authority (NPA) to verify the cause of the reported operational challenges.  

Checks, it explained, revealed that the issue was linked to the NPA’s Enterprise Relational Database Management System (ERDMS), not ICUMS. 

The company expressed disappointment over what it described as unsubstantiated claims, warning that such misinformation could undermine public confidence in a critical national trade facilitation platform. 

Ghana Link has called on Star Oil to withdraw the statement and issue a public apology. 

It reaffirmed its commitment to maintaining operational reliability, transparency, and strong stakeholder support in delivering the ICUMS platform.
