Accra, Sept. 01, GNA – The 24-Hour Economy Authority has expressed support for the efforts by the Business Outsourcing Services Association Ghana (BOSAG), to position Ghana as a leading global outsourcing destination and create 100,000 jobs by 2030.
The Authority said outsourcing and digital services were strategically aligned with the Government’s 24-Hour Economy and Accelerated Export Development Programme (24H+), offering opportunities for job creation, export growth and economic diversification.
Mr Augustus Goosie Tanoh, the Presidential Adviser to the 24-Hour Economy Authority was speaking at the third High-Level Government-Industry Roundtable on Ghana’s Outsourcing Sector, hosted by eServices Africa Limited (eSAL) in Accra.
The Roundtable, held on the theme: “Scaling Ghana’s Outsourcing Sector through the 24-Hour Economy: Infrastructure, Talent and Market Access for 100,000 Jobs,” brought together government officials, industry leaders, development partners, investors and ecosystem stakeholders.
Mr Tanoh said outsourcing was one of the sectors most naturally aligned with the objectives of the 24-Hour Economy, describing it as an industry already operating across global time zones and capable of generating export earnings.
He said Ghana had a strong foundation for expanding its global services industry, citing its youthful workforce, strategic time zone, growing digital infrastructure, the One Million Coders Programme and the National Artificial Intelligence Strategy.
Mr Tanoh said outsourcing offered Ghana the opportunity to “export talent without exporting people,” enabling young Ghanaians to provide services to global markets while remaining in their communities.
He acknowledged the strategic importance of BOSAG’s proposed SERVE24 initiative and said the Authority was willing to work with the Association and industry stakeholders to explore its incorporation into the broader 24-Hour Economy framework.
The Presidential Adviser announced that the Authority would welcome BOSAG’s participation in the development of the proposed Ogua Tech Park at the University of Cape Coast through a formal collaboration framework.
Mr Kojo Hayford, the Founder and Chief Executive Officer of eSAL and Board Chair of BOSAG, said eSAL would establish a new delivery centre in Tamale in the fourth quarter of 2026 to position Northern Ghana as a gateway for serving Francophone West Africa and the Sahel region.
He emphasised that Ghana possesses significant untapped talent across the country and that outsourcing jobs must increasingly move beyond Accra into secondary cities where opportunities can have a broader socio-economic impact.
He acknowledged the growing role of Artificial Intelligence, adding that AI should be viewed as an enabler that enhances productivity while creating opportunities for workers to perform higher-value tasks requiring human judgment and empathy.
Mr David Gowu, the Chief Executive Officer of BOSAG, said Ghana had more than 138,000 graduates entering the labour market annually, while the global outsourcing and global business services market was estimated at about US$1.5 trillion, with Africa capturing only about 2.8 per cent.
He said Ghana already had more than 20,000 young people employed through the outsourcing sector and possessed key advantages, including political stability, English-language proficiency, fibre-optic connectivity and an expanding ecosystem of local and international operators.
Mr Gowu said the SERVE24 proposal would provide a dedicated services-export focus within the 24-Hour Economy framework, helping to attract investment, increase export earnings and create sustainable employment opportunities in Accra and secondary cities.
Mr Simon Hochstein, the Head of Component, Business/Invest & Cluster Focus, Invest for Jobs, GIZ, said outsourcing presented one of Ghana’s most promising pathways for large-scale job creation.
