Justice Atuguba eulogises D.F. Annan as defender of democracy

Accra, July 16, GNA – Retired Supreme Court Justice William Atuguba has praised the late Justice Daniel Francis Annan, the first Speaker of Parliament of the Fourth Republic, for his principled leadership and enduring contribution to democratic governance.    

Delivering a memorial lecture at Parliament House on Thursday to mark the 20th anniversary of Justice Annan’s passing, Justice Atuguba described him as a “true defender of democracy” whose integrity and selflessness remain unmatched.    

He lamented that some contemporary politicians failed to exhibit the selfless and sterling qualities exemplified by Justice Annan.     

He cited instances where politicians engage in populist acts such as drinking palm wine, washing clothes, and pounding fufu during election campaigns, but neglected ordinary citizens once elected.   

“Power belongs to the people, not politicians,” he emphasised, warning against the pursuit of power without genuine commitment to public service.     

Justice Atuguba also commended Dr Zenator Agyeman- Rawlings, the Member of Parliament for Korle Klottey, for her principled leadership and integrity, describing her as a worthy example of Justice Annan’s values.   

He further reflected on the untimely deaths of Dr Edward Omane Boamah, former Minister of Defence, and Dr Ibrahim Murtala, former Minister of Environment, Science, Technology and Innovation, noting their selflessness and questioning the tragic loss of such dedicated leaders.     

Justice Annan, who served as Speaker from 1993 to 2001, played a pivotal role in stabilising Ghana’s Fourth Republic and shaping parliamentary democracy.   

His tenure was marked by impartiality, respect for constitutional order and a commitment to strengthening democratic institutions.     

Justice Atuguba’s lecture underscored the need for today’s leaders to emulate Justice Annan’s example of integrity, service and respect for the people, reminding politicians that true power laid in serving citizens rather than personal ambition.
