Government committed to expanding affordable, climate-resilient housing across the country- Minister

Accra, March 6, GNA—Mr Kenneth Gilbert Adjei, the Minister for Works, Housing and Water Resources, i, has reaffirmed Government’s commitment to expanding affordable, climate-resilient housing across the country.

The Minister described home ownership as a cornerstone of economic security and social stability.

Mr Adjei was speaking at the National Homeownership Fair 2026 on the theme “Building Ghana, One Home at a Time,” in Accra.

He said access to safe, affordable and decent housing was not only a basic human need but also a catalyst for sustainable development, improved well-being and national growth.

Mr Adjei noted that the Ministry was working closely with private sector stakeholders, financial institutions, traditional authorities and development partners to improve land administration, expand mortgage financing and promote innovative building technologies to address the housing deficit.

He announced that the government was promoting an integrated agenda linking climate resilience to housing delivery, in line with Ghana’s commitments under the Paris Agreement.

He explained that the Ministry had launched an implementation roadmap to promote EDGE-certified homes, which ensure at least a 20 per cent reduction in energy use, water consumption and embodied energy in materials compared to conventional buildings.

He said the government was decentralising housing delivery through the Greenfield District Housing Programme to ensure inclusive development beyond major cities such as Accra, Kumasi and Tamale.

The Minister said the programme would prioritise civil servants, teachers, healthcare workers, security personnel and low- to middle-income families, enabling them to own homes in their districts or retire in their hometowns.

Mr Adjei disclosed that the initiative was being piloted in eight districts with the construction of two-bedroom housing units equipped with requisite infrastructure, incorporating solar-ready designs, rainwater harvesting systems and climate-resilient features.

He said the programme would be extended to all 261 districts in subsequent phases.

The Minister highlighted the role of the National Home Ownership Fund in mobilising financing, reducing investment risks and supporting first-time buyers through rent-to-own arrangements, mortgage-backed assets and blended financing models.

He commended financial institutions, developers and pension fund managers participating in the fair, describing housing delivery as a shared responsibility between Government and the private sector.

Mr Adjei urged prospective homeowners, particularly public servants and young professionals, to take advantage of the opportunities offered by the Fund and engage with exhibitors to better understand the home-buying process.

Mr Prosper Hoetu, Chief Executive Officer of the National Homeownership Fund (NHF) announced that the Fund had partnered with the Shelter Afrique Development Bank to undertake a diagnostic assessment of Ghana’s housing sector.

It is to strengthen the Fund’s institutional framework and unlock new lines of credit to support affordable housing development.

The CEO also disclosed that the Fund was developing a national digital database of prospective homeowners to support investment decisions and enable financial institutions to process mortgage and housing loan applications more efficiently.

He explained that declining interest rates and improved macroeconomic conditions were expected to reduce mortgage costs, potentially bringing lending rates under the scheme to single digits and making homeownership more affordable for Ghanaian workers.

Mr Hoetu urged developers, financial institutions, development partners and prospective homeowners attending the Fair to actively explore partnerships, financing products and investment opportunities to help expand housing supply.
