Royal Speech Sets Roadmap for New Phase of Morocco’s Development

Accra, Oct. 13, GNA – His Majesty King Mohammed VI has outlined an ambitious roadmap for a new phase of Morocco’s development, emphasizing economic growth, social justice, strategic sovereignty, youth empowerment, and institutional reform as key pillars of the Kingdom’s future.

In his address at the opening of the 12th legislature, the Sovereign called for a development model that combines economic progress with social inclusion, stressing that national achievements must translate into tangible improvements in citizens’ daily lives.

The King underscored the need to strengthen Morocco’s economic position while ensuring a fair distribution of development benefits across all regions. He said reducing territorial disparities, improving public services, creating jobs, and expanding access to quality education remain essential to achieving sustainable social progress.

A major focus of the Royal Speech was the launch of a new generation of national strategies aimed at reinforcing Morocco’s sovereignty and resilience. These strategies will target water, energy and food security, industrial development, the digital economy, and artificial intelligence. The Sovereign also highlighted the importance of building strategic reserves and safeguarding supplies of essential goods to reduce external dependence and enhance preparedness for future crises.

On the economic front, King Mohammed VI called on the private sector to play a greater role in driving investment, innovation, exports, and job creation. He stressed that the success of Morocco’s economic transformation depends on strong collaboration between public policies and private enterprise, particularly in generating employment opportunities for young people.

Youth development featured prominently in the address, with the King advocating an integrated approach centered on education, skills development, and economic inclusion. The objective, he noted, is to promote equal opportunities, strengthen social mobility, and equip young Moroccans with the means to fulfil their aspirations while contributing to national development.

The Sovereign also urged faster implementation of advanced regionalization and administrative deconcentration, describing territorial governance reform as critical to balanced development. He called for greater transfer of powers, resources, and administrative capacities to regional and local authorities in order to improve public service delivery and stimulate investment at the local level.

On international cooperation, King Mohammed VI reaffirmed Morocco’s commitment to partnerships based on mutual respect, reciprocity, and national sovereignty. He announced plans to present international partners with a new strategic vision for cooperation on migration, focusing on co-development, economic competitiveness, and regional stability.

Addressing members of Parliament, the King reminded elected representatives of their responsibility to citizens, describing their mandate as both a political commitment and a moral obligation. He urged lawmakers to effectively exercise their legislative and oversight functions while contributing to national efforts to implement the Kingdom’s strategic priorities.

The Royal Speech sets out a comprehensive framework for Morocco’s next stage of development, anchored on economic strength, social justice, strategic autonomy, and institutional modernization, with the overarching goal of delivering concrete benefits to citizens across the Kingdom.
