Accra, Oct. 21, GNA – Mr Abraham Amaliba, Director-General of the National Road Safety Authority (NRSA), has directed all commercial motorcycle riders to register with a recognised union or corporate entity, declaring that no rider will be permitted to operate independently.
He, therefore, announced a “No Union, No Okada” policy at a stakeholder engagement on the operationalisation of commercial motorcycle services in Ghana on Tuesday.
“If you do not belong to a union or company, you will not be allowed to operate as an Okada rider from November,” he cautioned.
The engagement followed the passage of the Road Safety (Amendment) Act, 2025, and the accompanying Road Traffic Regulations, 2026.
The introduction of commercial motorcycle services fulfils a flagship political promise made by President John Dramani Mahama during the 2024 general election.
Mr Amaliba said mandatory union membership or corporate registration would facilitate the creation of a comprehensive and reliable database of operators to enhance traceability, accountability, safety training and regulatory oversight.
He urged existing unions, associations and transport companies to prepare their organisational and operational documents for submission to the Authority to facilitate registration.
“You must belong to a union or a company. These bodies must register with the National Road Safety Authority, after which we will transmit the vetted names of riders to the Driver and Vehicle Licensing Authority (DVLA) for official licensing,” he said.
Mr Amaliba said the NRSA would collaborate with Metropolitan, Municipal and District Assemblies, transport unions and relevant security agencies to develop practical, locally appropriate measures to ensure compliance.
