Kumasi Oct. 21 GNA – Dr. Frank Amoakohene, Ashanti Regional Minister has charged Metropolitan, Municipal and District Assemblies (MMDAs) to design and prepare realistic, transparent and development focused composite budget for the 2027-2030 medium term planning period.
They should prioritise the successful completion of all ongoing developmental projects, improve their internal revenue generation mechanisms, and commit at least 20 per cent of their total Internally Generated Funds (IGF) directly to capital development projects that yield immediate, tangible benefits for local citizens.
Dr Amoakohene made the call in an address read for him by Mr. Michael Owusu Amoako, the Regional Coordinating Director, at the opening of the MMDAs Composite Budget Hearings, at the Regional Coordinating Council (RCC) conference hall in Kumasi.
The Minister stressed the need for absolute financial accountability, highly prudent management of public resources, and strict compliance with all national procurement regulations to prevent waste and ensure value for money.
He further stated that, all participating MMDAs were strictly expected to submit their formally approved composite budgets through the Regional Coordinating Council directly to the Ministry of Finance not later than the official deadline of November 04, 2026.
Dr Amoakohene, said upcoming budgets must genuinely address the direct, pressing needs of local communities and effectively translate public resources into significantly improved service delivery and long-term sustainable development across all districts within the Ashanti Region.
Dr. Alex Amankwah-Poku, the Director for Public Financial Management (PFM) Systems at the Ministry of Finance, pointed out that, the annual budget hearing exercise was fully in line with existing legal mandates and was specifically designed to deepen prudent financial management practices and discipline at the local government level.
