GALGA President calls for comprehensive administrative manual, technological advancement

Sunyani, (Bono), Oct. 8, GNA-Mr Edmund Osei Gyamfi, the National President of the Ghana Association of Local Government Service Administrative Office (GALGA) has called for a comprehensive administrative manual for the administrators amid technological advancement. 

He said the manual was required to guide the administrators as digitalization evolved, saying that the manual ought to provide guidance on functions, responsibilities, processes and operational standards for administrative units. 

Mr Osei-Gyamfi made the call when speaking at the Seventh Annual Conference of the GALGA in Sunyani, on the theme: “The Modern Administrator: Navigating Digital Transformation in Local Governance.” 

He noted that the manual would promote consistency, institutional memory, standardisation and professional practice throughout the service. 

It would also serve as a reference point for newly appointed, transferred and promoted administrators. 

Mr Osei-Gyamfi noted that digital transformation introduced new dimensions to professional ethics and confidentiality. 

He said: “Modernisation of administration is inseparable from the modernisation of government itself.” 

This is because government is increasingly being delivered through digital platforms, electronic records, automated processes, data systems, online communication and technology-enabled decision-making.  

Mr Osei-Gyamfi said: “The administrative officer must therefore remain a trusted custodian of institutional information through responsible utilization of digital tools.” 

“This is basically because professionalism in the digital age requires a combination of both competence, caution, ethics and accountability.” 

Mr Osei-Gyamfi explained that the digital system improved administrative procedures, records and information and correspondence management as well as meeting, committee and personnel and protocol and office management and confidentiality and information security. 

“The modern administrative officer should be knowledgeable in digital records management, electronic workflow, digital communication, data protection, administrative reporting, and emerging functions for relevance,” he stated. 

He advised administrators to consider and adapt to the emergence of new technologies in changing the nature of their work. 

“Some routine activities are becoming automated, while new responsibilities requiring analysis, coordination, digital literacy and strategic thinking are emerging,” Mr Osei-Gyamfi added.
