CAGD clarifies payroll validation process for promoted teachers

Accra, Sept. 27, GNA – The Controller and Accountant-General’s Department (CAGD) says the processing of salary adjustments and promotion arrears for teachers depends on the submission and validation of requisite documents by the Ghana Education Service (GES).

The clarification follows concerns raised by the Ghana National Association of Teachers, the National Association of Graduate Teachers and the Pre-Tertiary Teachers’ Association of Ghana.

The unions have raised concerns over alleged delays in placing promoted teachers on their appropriate salary scales.

In a statement signed by Mr Cephas N. Dosoo, Head of Public Relations at CAGD, the Department said it remained committed to the timely and accurate payment of salaries and allowances due to public sector workers.

It said such payments were made in accordance with approved procedures and payroll controls.

CAGD explained that the Government’s payroll administration operated through two main platforms.

The first is the Human Resource Management Information System (HRMIS), which is managed by employers or management units such as GES.

The second is the Integrated Personnel and Payroll Database 2 (IPPD2), which is managed by CAGD.

Under the established process for promotions and upgrades, GES is required to initiate and effect promotions in the HRMIS.

GES is then required to submit the relevant documentation to CAGD for validation and payroll processing.

The required documents include a duly completed and signed promotion/change-of-grade input form.

The form must bear the signatures of an authorised preparer and approver whose specimen signatures have been submitted to CAGD.

A copy of the promotion or upgrading letter issued to the affected employee is also required.

CAGD said the documentation constituted safeguards against fictitious promotions, unauthorised salary adjustments and irregular payments.

It said the process also ensured that legitimate employees received their approved entitlements.

The Department said a meeting was held on August 31, 2026, involving the Minister of Education, Deputy Minister of Education, representatives of the teacher unions, the Director-General of GES and his team, and the Controller and Accountant-General and his team.

The meeting agreed that GES would provide CAGD with the master list of promoted staff.

GES was also required to submit promotion letters and completed input forms.

CAGD said the documents were prerequisites for processing and paying the affected teachers’ promotion arrears effective January 1, 2026.

According to CAGD, GES had, as of September 22, 2026, submitted 6,079 completed input forms and corresponding promotion letters.

The submissions represented part of an expected 58,620 cases.

The Department said all 6,079 cases submitted had been fully processed and paid.

The payments, including applicable arrears, were made as part of the September 2026 salaries.

“CAGD has processed every valid case received from GES,” the statement said.

It said outstanding payments therefore related to cases for which GES had yet to submit the requisite documentation.

CAGD said it could process promotion-related salary adjustments only after receiving the necessary documentation from the employer.

Where the required documents had not been submitted, the relevant transactions would remain suspended.

They would be processed once the documents were received and duly validated, the Department said.

CAGD said it remained available to engage with the Ministry of Education, GES, teacher unions and other stakeholders to resolve genuine payroll issues in accordance with due process.

It urged stakeholders to work collaboratively and avoid statements that could cause public anxiety or misrepresent the Department’s role in payroll administration.

The Department expressed appreciation for the contribution of teachers to national development.

It assured them that every legitimate payment due would be processed once the required documentation was submitted and validated.

CAGD reaffirmed its commitment to transparency, accountability and prudent management of the Government’s payroll.
