Accra, Aug.4, GNA – The Civil Service has reaffirmed its commitment to supporting the Government’s Reset Agenda through digitalisation, institutional reforms and stronger accountability systems.
The reforms are intended to improve public service delivery, strengthen performance management and enhance the Civil Service’s contribution to sustainable national development.
Dr Evans Aggrey-Darkoh, Head of the Civil Service, announced the commitment at the launch of the 2026 Civil Service Week Celebration and the 2025 Civil Service Awards Ceremony in Accra.
He said the Civil Service remained central to translating Government policies into development outcomes as Ghana pursued reforms to restore economic stability, strengthen public institutions and accelerate sustainable development.
Dr Aggrey-Darkoh said ministries and departments had made progress in the digitalisation of government operations through the introduction of digital correspondence management systems, while the Public Records and Archives Administration Department was digitising public records and archives.
He said the Ministry of Lands and Natural Resources had digitised more than 10,000 land records, while the Ministry of Foreign Affairs had introduced chip-enabled passports and expanded passport delivery services.


On accountability, Dr Aggrey-Darkoh said the Electronic Staff Performance Appraisal (e-SPAR) system had strengthened performance management across the Civil Service, with participation in the 2026 planning phase increasing to 96 per cent from 86 per cent during the corresponding period in 2025.
He said the appraisal system had also been linked to promotions and other human resource services.
Dr Aggrey-Darkoh said the reform programme also focused on artificial intelligence and digital skills development.
H said ministers, senior public officials and civil servants had undergone specialised artificial intelligence training programmes organised in collaboration with the United Nations Development Programme and UNESCO to prepare the public sector for emerging technologies.
Additional reforms, including talent management, gender mainstreaming, employee counselling services and workplace crèche facilities, were aimed at building a modern, inclusive and productive Civil Service.
Dr Aggrey-Darkoh urged civil servants to uphold professionalism, integrity, accountability and innovation in support of the country’s sustainable development agenda.
Civil Service Week is held annually to highlight the contribution of civil servants to national development and recognise outstanding performance, in accordance with Section 88 of the Civil Service Law, 1993 (PNDCL 327).
