Afghan Taliban issue code of conduct after rise in police brutality

Islamabad, Feb 23,(dpa/GNA) – The Taliban’s interior minister, has issued a new code of conduct for police in Afghanistan, after a rise in police brutality cases and the number of deadly incidents involving police forces.

Kabul police spokesman Khalid Zadran, late Tuesday posted a series of instructions from Sirajuddin Haqqani, the Taliban’s acting interior minister.

Haqqani, who is on the UN sanctions list, ordered his forces to refrain from torture, harassment and insulting members of the public.

Police forces have also been asked not to enter suspects’ houses without a court order at night. If necessary, they can enter in the daytime in the presence of a local representative or an imam.

In addition, they have been instructed not to open fire on anyone during patrols unless they are under attack.

The code of conduct is an apparent response to a rising number of violent or deadly incidents involving police forces and reports about night-time raids by the Taliban.
