Local Government Ministry institutes “DASHBOARD’ to promote decentralisation drive

Cape Coast, Feb. 05, GNA – The Ministry of Local Government, Decentralisation and Rural Development has initiated processes to develop an Information and Communication Technology-based feedback system to promote the decentralisation drive.

Dubbed the DASHBOARD, the technological innovation seeks to have direct and unsolicited feedback from all Metropolitan, Municipal and District Assemblies (MMDAs) on pertinent issues. 

The objective is to ascertain how well MMDCEs are doing and the impact they are making towards the realization of the needs and aspirations of the people at the local level and their responsiveness to government business.

Mr Daniel Botwe,  the Sector Minister,  disclosed this at a sensitization workshop held in Cape  Coast for MMDCEs from Central, Eastern and Western Regions.

He said the move would ensure that the Ministry obtained real-time feedback from all Metropolitan, Municipal and District Assemblies (MMDAs) and vice-versa.

The initiative would be based on the delivery of Government programmes and projects for evidence-based decision making and policy direction at the Central Government level. 

For that reason, the Ministry will enhance the District Data Development Platform (DDDP) which is a computerized data-base system to be accessed by the MMDAs and Regional Coordinating Councils.

Other beneficiaries are the National Development Planning Commission, Office of the Head of Local Government Service and the Ministry of Local Government.

With the platform, Mr Botwe indicated that MMDCEs would provide, at least quarterly feedback using the “DASHBOARD’’ and receive reliable and timely information.

That include deliberative and administrative functions of the Assemblies, local economic development, revenue mobilization and management, infrastructure, social services, special initiatives or flagship programmes, among others.

Also, the Ministry will continue to strengthen its monitoring and evaluation systems to ensure regular reporting on the performance of MMDAs using other systems and approaches available to it. 

That the Ministry said would enable MMDCEs implement projects and programmes and devise appropriate strategies to surmount any bottlenecks that might emerge. 

“It is important to note that, in so doing, the Regional Coordinating Councils will play critical roles in the monitoring and evaluation of all MMDAs for policy compliance and efficient delivery of services at the local level.”

“The Ministry would promote inter-agency collaboration to ensure that our efforts are not duplicated in the implementation of the government’s laudable initiatives,” he indicated.
